Question:
I need the hitch to raise not lower, trailer 21in, car is 17 in, can I reverse and raise vehicle, trailer 3500 lbs.

Yes, the BulletProof Hitches 2-Ball Mount # HD204 can be placed in the rise orientation allowing for a maximum 5-1/2" rise. With the mounting holes space 2" on center you will be able to place the ball height at 3-1/2" of rise to be very close to your trailer couplers height.
