Can you use these on a trailer fender?

You could for sure.
You would however want to make sure that the fender is reinforced enough to support the Markers # 3371308103 so that they don't just rip the metal or plastic of the fender.
I'd get some flat metal from a local home improvement store and add a strip of it above and below the fender to disperse the force of the marker moving the best you can.
