If the trailer brakes are not working with the brake pedal or manual brake switch on the controller, either the controller is not getting power, or the controller is faulty and needs to be replaced.
Use a circuit tester like part # PTW2993 and test the black wire feeding the brake controller to ensure power is reaching the controller. If there is not power on that wire, check the connection at the power supply. If there is power on that wire, but no power leaving the controller on the blue wire with the brake pedal or manual brake switch applied, make sure that the ground wire is connected. If the ground wire is connected, the brake controller is most likely faulty and should be replaced. Like any other electronic piece of equipment, a brake controller does not have an unlimited lifespan.
I have linked you to an article and a video that explains how to troubleshoot your brake controller. If you would care to reply with the year, make and model of your vehicle, I can recommend a replacement brake controller if you need one.
