Can this be installed over a truck bed cap I have a 2003 nissan frontier crewcab long bed 6 foot?

The Erickson Over-The-Cab Truck Bed Ladder Rack # EM07707 clamps to the inner lip of the bedrails so it would not be compatible with a tonneau cover or truck bed cap.
If you have a camper shell style truck bed cap then you could install roof rack mount like the Rhino-Rack Heavy-Duty Roof Rack for Camper Shells # Y01-140B. This rack has tracks that will require drilling into the cap but once complete will allow you to slide the towers in the tracks to fit multiple accessories.
If you have a tonneau cover then you could possibly fit a different style ladder rack but I would need to know the make and model to find the appropriate ladder rack.
