The smaller wheels can swivel like what you see on an office chair or shopping cart so it keeps one sets of tires from dragging.
This type of product is best used for needing to maneuver a tandem axle trailer into a space that requires tight turning when you're moving the trailer by hand so if that's what you're doing, then I definitely recommend using this product!
