The Roadmaster XL Base Plate Kit # 1411-2 that you referenced will not require you to do any drilling or other extensive modification to install on your 1994 Jeep Grand Cherokee. Check out the installation instructions I attached as well to see what is required to install this base plate kit on your vehicle.
