Can I install a hitch if I only intend to use a hitch cargo carrier for luggage on the Honda Accord?

Absolutely; many, many people install a hitch just for the use of an accessory like a cargo carrier or bike rack and never tow anything. So you can definitely install a hitch on your 2019 Honda Accord (excluding hybrid) for a cargo carrier, with the correct hitch being the Curt Trailer Hitch Receiver # C11525.
The only thing to keep in mind is the # C11525 is a Class I hitch so you do need a Class I compatible cargo carrier. The one I like quite a bit is from Curt, the 17x46 Curt Cargo Carrier # C18145.
I like it for its tall 5-1/2" sidewalls to keep your luggage in place, and its relatively light 29 lb weight.
