Is there any way I could get the Rack em cargo basket for a utility trailer with 10 legs instead of the standard 6?

The 23x79 Rack'Em Heavy-Duty Cargo Basket for Open Trailers is only offered in two configurations; part # RA-14-14L for models with a lid or part # RA-14 for models without a lid. The leg height is 6" for each model so if you need a taller or shorter set you would need to modify the existing or make a set of your own. The legs are just made of angle iron so if you know how to weld it should be a pretty easy job.
