What Tire Chain Can Be Used Legally in California on 1995 Ford Explorer

I live in California. Should I use the v-bar tire chains and are they legal here? Or, for just highway use of the chains is the regular twist tire chain good enough?

The information I have regarding the snow chain law in California is that you are required to be equipped with tire traction devices when entering a sign restricted area. You will want to check with the California Department of Transportation for the exact guidelines.
You will also want to check either your owners manual or your local Ford dealer to find out the Ford guidelines regarding snow chains. In the owners manual I found on line there are several guidelines.
If you have 255/70-16 tires and your vehicle is equipped with an automatic ride control you cannot use tire chains.
If you have either the 225/70-15 or 235/75-15 tires then you can use tire chains, however they must be Class S rated tire chains, installed on steel wheels only and installed on the rear tires only.
With the Ford guidelines in mind, the Glacier V-Bar Chain # PWH2819SC that you referenced are not allowed because they are not Class S rated.
