Will this fit the Veloster without hitting the spoiler?

The 2-bike trunk-mount carrier you referenced, the Thule Passage # TH910XT, is not a good fit for vehicles like your Veloster that have a rear spoiler at roof level. That spoiler prohibits the use of a traditional trunk rack.
You have two ways that you can still carry bikes on your Veloster. First, you could use the suction-cup type carriers # 298-BK1910-AB but this only carries one bike and is quite costly.
Therefore, my recommendation for you is to install a Curt hitch # C11254 which would allow you to choose from many bike racks for a 1-1/4" receiver. For a bike rack, take a look at the Thule EasyFold XT # TH903202 for a premium option, or the Thule Camber # TH9058 for a more budget friendly option. Finally, If you will be transporting bikes for women or kids, or any that lacks a main horizontal top frame tube, you might consider an adapter bar, such as # HRBA-PRO from Hollywood. This simple device connects between the seat and handlebars posts of such bikes to provide a level mounting surface to mate with the carrier arms. This will keep the bike level and maintain safe ground clearance.
