How durable is this finish? Will it flake off like powder coating can? Does the 3-year warranty cover the finish?

The e-coat on the Westin Grate Step Nerf Bars with Custom Install Kit # 27-74705-1625 is a black powder coat so it's in the same family but just a bit more durable than a standard powder coat.
The warranty covers manufacturing defects so if you receive the nerf bars and the powder coat is messed up then I believe it will cover that, yes. Just natural wear and tear of the powder coat though wouldn't be covered. That's why you'll want to keep them hosed off with freshwater if you get other things on them like salt from the road during winter.
