What is the maximum pull rating on the receivers? Can they be used as a recovery point as well as a tow point?

Base plate kits like the Roadmaster part # RM97RR that you referenced are not rated for use as a recovery point but within reason you'd be safe to use like this. They essentially are rated for pulling the weight of the vehicle so as long as the vehicle isn't extremely stuck you'd be okay.
