Mounting Westin Folding Ladder on Tailgate with Bed Liner

Question:
Can this be mounted on a tailgate that has a liner or does the liner have to be cut or modified in order to mount.

Per my Westin representative, their Truck-Pal Fold-Up Ladder, part # 10-3000 can indeed be mounted over a hard bed liner, as shown in the photo I provided. There is no need to cut or modify the liner.
