Is this water proof? Or water resistant?

The T-Handle Locking Stainless Steel Flush Door Latch # L4080 is waterproof. The stainless steel construction also means it is corrosion resistant. If you're referring to the installation, water will not get in around the latch if it is properly installed. If it is a serious concern I would suggest using a small amount caulk or other sealant just to be sure.
