Yes, the Curt Trailer Hitch Reciever # C93CR is the correct receiver to fit your 2023 Volkswagen Atlas Cross Sport. This receiver is custom fit to install on your VW and may require some rear fascia trimming as it has a tight fit with your lower fascia.

I recommend installing the Curt T-Connector Vehicle Wiring Harness # C67WR when you install the receiver. This will give you the 4-way flat connector which is most commonly used on small trailers. It can also be used with Auxiliary Lights # C53201 in the event you have a hitch mounted accessory which impairs the view of your tail lights. A Mounting Bracket # C58001 can be utilized to secure the end of the 4-way if you choose to run it out the floor of your rear cargo area rather than through the door seal when you need to use it.
