My Surco contact confirmed that the Surco Safari Rack # SPS4550-1101 that you referenced will fit your 2000 Jeep Cherokee Sport with the factory roof rails.
Before you load any cargo, please check your owners manual to verify your roof weight capacity and be sure to add the weight of the cargo basket in your total.
To tie down your cargo you may be interested in an assortment of bungee cords. I would recommend 4-6 each of: # EM06664 19" and # EM06656 24" and 2-3 each of the lengths: # EM06658 36" and # EM06668 42". This would give you a starting point until you see more of what you need.
Another option to cover your cargo on the roof basket is the Thule Cargo Net # TH692. This cargo net has an unstretched dimension of 40 x 36 inches. I have attached a brief demonstration video.
