Correct Nut to Use For Step Bolt For Double Eye Springs ABS34FR

Question:
Which nuts to use on 7/16-20 step bolt? Im using the ABS34FR to replace my step bolts for my springs and shackles. Is either of the the flange nuts 006-092-01 or LC122103 a locking nut? Do I need a locking nut? I have some regular grade 5 flange nuts. I also have some gr 5 regular nuts with lock washers. Is it OK to use these with some blue loctite? what is your recommendation?
