How can I remove the black lower hub casing to tighten the connection to eliminate a horizontal wabble in the stem?

It sounds like you have either a Yakima FullTilt or RidgeBack bike rack and need to remove the Lower Cover for Yakima FullTilt and RidgeBack Bike Racks # 8880558. In order to do that, you will need a t15 torx wrench.
The t15 torx wrench will allow you to remove the screws from the back of the lower cover to get the cover off.
Additional, you can use the Curt Cam Buckle Stabilizing Strap for Hitch # 18050 to help stabilize your bike rack.
