Typi9cally the maximum speed you can drive with tire chains or cables such as # PW1030 is 30 to 40 miles per hour. But you will need to check your vehicle owners manual because if there is a speed limit for chains that is lower than that, go by the lower limit.
Cables # PW1030 will fit your 2013 Toyota Prius with tire size 195/65-15. I also recommend adding the rubber adjusters # PW100. These adjusters will help keep the proper tension on the cables so they stay in position better. I have included a link to a video showing a typical installation of the cables.
