The Redarc Tow-Pro Elite Trailer Brake Controller item # RED44FR does come with everything you need to install it on your 2008 GMC Envoy. However, there is no plug in adapter for your Envoy. There are no other brake controller manufacturers that make one either so I can safely assume GM never added the port required to install a plug in adapter with or without the tow package. You will need to use the universal harness included and splice into your Envoy's wires.
If you are not wanting to cut and splice wires I recommend the Curt Echo item # C51180. The Echo plugs directly into your Envoy's 7-Way connector and allows you to control the settings through an app on your phone. The Echo is also a proportional brake controller that slows or stops your trailer when your Envoy decelerates. It uses Bluetooth to communicate with your phone so you will never have to worry about losing signal. If your phone dies it automatically uses the default settings you program in. If you like the reassurance of a manual override button you will want the Manual Override Button for Curt Echo Brake Controller item # C83HR. You can mount it wherever you want it inside your vehicle.
