Question:
Thank you. This is a Torq-Flex axle without leaf spring. I don't believe I can do a flip over lift. In 2005 the Dexter Torq-Flex spec'd by Cruiser for the T139's is a modified Dexter #9 or 2200 pound axle. They are/were very close to being max'd out with a fully loaded rig. Instead of opting for a 3500 pound axle, Cruiser spec'd the #9 from Dexter with extra rubber for a 2500 pound weight rating. Because of safety inspection concerns the axles were equipped with the larger #10 (10") brakes. Attached are photos of the axle sticker, plate, and attachment. My thinking is the Torflex Lift Kit K71-723-01 would be applicable. Can you confirm?

From what I have found, the gross vehicle weight rating on your 2005 Shadow Cruiser T139 is 3,150 lbs. Assuming that is correct, it is likely you have a 3,500 lb axle with a 2-3/8" diameter. I recommend verifying this information.
For a lift kit you can use the Dexter Trailer Springs Over-Under Conversion Kit # K71-384-00. This will flip the axle so your axle will sit under the leaf springs and lift your trailer the height of the axle and leaf spring stack.
I have attached an installation video for your reference.
