Is the weight rating the same as a drop or as a rise?

Yes, on a ball mount that can be used in both the rise or drop position such as # AMSC4 that you referenced, the capacity remains the same. For this ball mount it is rated for 10,000 pounds gross trailer weight and 2,000 pounds tongue weight. I have included a link to a video review of this ball mount for you.
