Would it be safe to flat tow a 2013 vw tdi with six speed manual transmission. It’s also a convertible.

I took a look at what I could find for an owner's manual for your vehicle, the only thing I could find is that they recommend that the vehicle shouldn't be towed over 30MPH, for over 30 miles, which would indicate to me that it is only intended to be flat towed in emergency situations only.
However, I do recommend that you still consult the owner's manual that was provided with the vehicle.
If it turns out you actually can flat tow your vehicle, you're going to need:
-A base plate like # RM-521237-1,
-A set of tow bars like # RM-520,
-A braking system like # HM39524,
-A wiring kit like # RM-15267,
&
-A set of safety cables like # RM-643.
Additionally, you may find that you need a high-low adapter to compensate for the height difference between the motorhome and the toad vehicle.
