The # TH21508 rail you'd looked at is a component of the Thule # TH43002XT-508 TrackRac SR Ladder Rack.
The Thule TracRac SR is compatible with tonneau covers that leave the top of the bed side exposed, which is important because the ladder rack attaches to the vehicle via the stake pockets. You'll need a tonneau that attaches to the inside edge of the bed sides, not the top.
The BAKflip # BAK126329 folding hard tonneau cover would be a good choice. If you'd be more interested in something at a lower price point, the Access Limited Edition roll-up vinyl tonneau cover, part # A21369 would be an excellent choice.
Either tonneau cover leaves the top of the bed side exposed so the rails of the TracRac SR ladder rack can install easily.
