After this is mounted to the bumper can you still tow a trailer since the hitch is not being utilized?

There are removable pins that allow this cargo carrier to be folded up when not in use. If installation of the 24x60 etrailer Cargo Carrier, # e99049 to your RV's Bumper does not interfere with a frame installed receiver hitch, you can still utilize the receiver hitch providing you do not exceed the weight rating of your components or violate jurisdictional regulations.
Please note that there is a 24" extension available under part number # e99052 to widen this carrier to 84".
