Item # e98883 is there better? Do they make high quality secure hitch latch locks I noticed my whole supports 9/32 and the length would need to be about 2 inches.

There is not a better trailer coupler latch lock with a 9/32" diameter pin than the etrailer Adjustable Trailer Coupler Latch Lock - 1/2" to 2-1/2" Span - 1/4" Diameter # e98883. This is 1-4" in diameter, which is only slightly smaller than your 9/32" hole (just 1/32" in fact).
The # e98883 is made of steel but also has chrome plating on the housing, and its actual lock mechanism is pick proof. At a maximum span of 2-1/2" it does have the length you need as well.
