Is there any way to add a bike carrier above the Rola? Could you say use the Yakima swing away with the upper rack for the bikes and mount the Rola to the lower rack?

Although there isn't a way to add a bike carrier Rola Swinging Enclosed Cargo Carrier for 2" Trailer Hitch # 10188, I do have another solution.
Like you mentioned about the Swing Away, Yakima does have exactly what you're looking for.
-The Yakima EXO Swing Away 2 Bike Rack w/ Enclosed Cargo Carrier # Y34ZR sounds like exactly what you're looking for.
This is a two bike carrier capable of carrying two bikes weighing 40lbs each, and also includes a cargo carrier that has a 10 cubic feet capacity, and measures 23" long, 60" wide, and 16" tall.
