Will running boards that are on a 2001 Chevy Silverado Crew Cab change over and fit right onto a 2002 Chevy Avalanche 1500 Z71 without having to do anything extra like make a bracket.

It truly depends on what particular Silverado model you have as well as the running boards model you have. This is because running board manufacturers make particular running boards and mounting hardware for particular year/makes/models of trucks. Rarely, however, you can get lucky and have a running board model that overlaps to fit both trucks. Another factor that determines compatibility of your Avalanche is if there is clad molding or not.
For example, if you have a 2001 Silverado 2500HD and have the Westin Molded, Lighted Running Boards w/ Custom Installation Kit - 6" Wide # 27-0025-1285, Westin offers a completely different board model and mounting hardware that fit a 2002 Chevy Avalanche 1500 Z71. Those are the Westin Molded Running Boards w/ Custom Installation Kit - 6" Wide # 27-0010-1645.
