Can this gas can rack be mounted on the exterior of the trailer and what is the weight capacity of this? Thinking about using it for a 30-40 lb propane tank.

The Propane Tank Holder Mounting Kit # 37230BL for 30LB propane tanks is the only way I can recommend carrying propane tanks on the exterior of your trailer. As this mount is specifically designed for carrying propane tanks.
The Rack'Em 5 Gallon Gas Can Rack # RA-1L was not designed for carrying propane tanks or mounting on the exterior of a trailer. As they do not list a capacity I do not recommend exceeding the weight of 5 gallons of gasoline which is about 35lbs.
