If I purchase the larger liner meant for use when the third row seats are folded down, is it able to remain in the back folded up when the third row seats are in use?

The WeatherTech Cargo Liner - Black, part # WT97AV, will fit your 2022 GMC Yukon. This cargo liner is too thick to be folded in the conventional sense. It would be more like rolling it up instead of folding it. The cargo liner you attached to your question, part # WT40818, is not a custom cargo liner for your Yukon.
