Is there any reason that I couldnt use this this hitch Item # C13167 along with one of these carriers: to transport my 400 lbs wheelchair with my 2014 Ford Transit Connect Van? Where would I go to have it installed? Thank you

The Curt hitch part # C13167 that you referenced has a tongue weight capacity of 525 lbs so as long as the carrier you are wanting to go with weighs less than 125 lb this would work great. With that much weight on the rear of the vehicle suspension enhancement like the part # CSS-1145R would be a great option to prevent sag.
