How Does the BOLT Trailer Coupler Lock Fit Different Coupler Sizes

I read the description for this coupler lock Item # BL703249. I did not see where it comes with different size balls. How can a ball that fits a 1 7/8 coupler work on a 2 5/16 coupler? Am I missing something?

The BOLT Trailer Coupler Lock - 1-7/8", 2", and 2-5/16" Couplers - For Ford Side Cut Key # BL7032496 comes with two different integrated balls. These don't look like your traditional hitch ball since they are not designed for towing. The ball is the round silver piece you can see mounted to the base plate below the shackle. The smaller ball fits a 1-7/8" and 2" coupler and the larger ball fits the 2-5/16" coupler.
