The CIPA door mount towing mirror # 11650 is a universal fit type of item that fits most vehicle doors. I have no doubt that it will fit your 1999 Toyota Tacoma. It just hooks onto the bottom of the door and space at the bottom of the window. I have included a link to a video that shows how it works.
Also, after testing many of the universal fit towing mirrors we have found this one has the least vibration when driving.
