An adapter won't have anything to do with not getting power to your 2004 GMC Sierra's 7-way, and if the fuses are good then the next thing to do is test the wiring at the factory tow package plug with Cordless Circuit Tester # PTW2979.
Make sure that the power is getting through from the tow package plug to the connector, and if it is but the connector is still not showing power you will need to replace the connector with the Replacement Custom Multi-Tow 7-Way and 4-Way Trailer Connectors # 30955.
If there is no signal at the factory tow package plug then you'd need to take your truck to the dealer or a mechanic to have them look at the wiring.
