Does the arm need to be extended to put handle on

Not at all. The arm for your All Terrain tow bar can really be in whatever position to install the Replacement Latch Kit # 910003-45. When I spoke with my contact at Roadmaster he said that it's best if it's retracted all the way, but in all reality it doesn't really matter.
