The holes are in the bed but no pucks or frame rails. What parts do I need?

It sounds like you need an Under-Bed Rail and Installation Kit # RP87FR for your 2019 Ford F-350. The Reese puck system is the same as the Ford OEM prep package, although, to be safe you should measure for yourself to verify.
The capacity of this kit will vary depending on if you use the welded on brackets # RP88FR or the bolt on inner brackets # RP27FR. If you use the bolt on brackets # RP27FR then your capacity is 20,000 lbs, and if you use the weld on brackets # RP88FR, then the capacity is 32,000 lbs. However, you still need to abide by your vehicle and hitch's weight rating.
If you need a hitch, I recommend the Curt Q20 5th Wheel Trailer Hitch # C16530-16020. This is a sliding hitch that has a weight capacity of 20,000 and will fit directly into your pucks. While there are more expensive higher end models, this hitch is not going to break the bank and at the same time, provide a decent ride experience.
