I went ahead and reached out to my contact at RackEm, and he confirmed that the diameter of the center hole of the Replacement Tire, Hub, and Rim Assembly for Rack'em E-Z Ride Sulky # REZ304 is 3/4 of an inch. I went ahead and attached a diagram that shows this dimension for your convenience.
It is important to note that the only application that has a confirmed fit is with the Rack'em E-Z Ride Sulky Wheel for Lawn Mowers # REZ.
