Does EcoHitch for 2017 Volkswagen Golf Alltrack Replace Rear Bumper Bearm

Question:
When this hitch was installed, there was a bumper guard rail that the installer took off and he did not put it back on. Per the video showed cutting away the plastic center for the hitch, but no mention of the rail behind the bumper. Will this be an issue if I am in a accident and or for the vehicle strength and durability.

The EcoHitch part # 306-X7315 does replace the rear bumper beam of the Volkswagen Golf Alltrack that it installs on and it does not negatively affect the integrity of the vehicle in any way. This hitch was tested extensively for towing capacity and safety so it would work well without issue.
