There are two things to consider for troubleshooting any resistance/slipping while opening the Pace Edwards UltraGroove # 311-KMC95A17. First off, you need to make sure that the actuator nob is turned clockwise a full 90 degrees (until it clicks) in order for the handle latches to fully retract. I went ahead and attached a picture of the latches opened and closed to show you what they look like in both positions.
Another thing that could be causing the slipping is making sure the sweep seals on are properly lubricated. The UltraGroove comes with a 303 brand protectant sponge pack for you to use with this purpose. I went ahead and attached a photo from the instructional manual that walks you through the process.
If you are still experiencing slipping/resistance of your cover, feel free to respond to this response and I will be happy to assist you further.
