I am looking for a replacement driver side for a Demco SS tow dolly without the lights, is that possible or is there another one I could use?

The replacement for the driver's side fender for the Demco Kar Kaddy SS Tow Dolly # DM9713045 does come with a light, and it is not possible to get one that does not come with a light, that is not an available option from the manufacturer.
So if you are ok with that then the correct replacement is the Replacement Fender Assembly for Demco Kar Kaddy SS Tow Dolly - Driver Side # DM5982.
As for if there is another one you could use, there is no other replacement from this or other manufacturers that we know will work for this dolly.
