For you I recommend using the Curt Multipurpose Ball Mount with 2" Receiver for Bike Racks and Cargo Carriers # D210 to give you the ability to tow your boat while carrying two e-bikes.

To carry your two bikes, I recommend the Yakima HoldUp Bike Rack for 2 Bikes # Y02443 which will allow you to carry two bikes weighing up to 60 pounds each.

If you have a step-through/alternate frame design, you'll need an adapter bar, the Swagman Bike Frame Adapter Bar for Electric, Step Through, and Cruiser Bikes # S57FR is a great option that will get the job done.

Please note that the Curt Ball mount # D210 mentioned above has a gross towing weight of 7,500 pounds and the ball mount can only handle 750lbs of tongue weight combined with the rack/trailer tongue weight.
