Question:
Do you install the end plate pins before installing the rack on the bed of the truck?

Expert Reply:
Yes, you have it right; you will indeed install the end plate pins into the end pad first before completing the installation in your truck bed of the Swagman bike rack:
- Swagman Pick-Up Truck-Bed-Mounted 2 Bike Carrier - Locking - Fork Mount # S64702
These end plate pins will only be necessary if you have a bed liner; the pins will offer the needed stability for the rack.
I also wanted to mention that while this is a 2-bike carrier, if you'd like you can carry additional bikes with more fork mounts, the Replacement Fork Mount for Swagman Pick-Up Truck-Bed-Mounted 2 Bike Carrier # SP484
