What's the best hitch for carrying a bike rack with my 2019 Chevy Volt.

The best hitch will depend on which bike rack you're using.
If you have a rack compatible with a 1-1/4 inch hitch, you'll want to use the Curt # C11436 Class I hitch. If your rack is compatible with a 2 inch receiver, you'll want to use the EcoHitch # 306-X7338.
Both hitches install so that the crossbar is hidden behind the bumper for a clean, factory-installed appearance.
