The etrailer SD Non-Binding Tow Bar - RV Mount - 2" Hitch - 6,000 lbs, part # e34ZR, does not attach directly to an aftermarket bumper. You will need to confirm with the manufacturer of the bumper to see if is rated for flat towing. If so, then we would look into the base plate for your 2009 Jeep Wrangler. You can always go with a different tow bar. The Roadmaster Falcon All Terrain, Non-Binding Tow Bar - Motorhome Mount - 2" Hitch - 6,000 lbs, part # RM-522, can be paired with Roadmaster D-Rings. The two options are

Adapter for Jeep D-Ring Bumper Mounts to Roadmaster Motor Home Mount Tow Bars - 3/4" Thick, part # RM-035 or
Adapter for Jeep D-Ring Bumper Mounts to Roadmaster Motor Home Mount Tow Bars - 1" Thick, part # RM-035-1.

The fit depends on the shackle mounts on your bumper and if your aftermarket bumper is rated for flat towing.
