Question:

i think my dirtike is about 400 lbs if i attach the dirt bike carriage on the hitch will it support the tongue weight? i read on the specs that the toungue weight is only 350 lb

I have a different option for you, but the Draw-Tite Trailer Hitch # 36675 you were looking at for your 2021 Toyota RAV4 is only rated for up to 350lbs of tongue weight so it will not be able to carry your 400lb dirt bike. Along with that there is not a dirt bike carrier rated this high compatible with a 1-1/4" receiver like this hitch has.

Instead you will need to go with the Curt Trailer Hitch # C13416 which has a 2" receiver, and a 600lb tongue weight rating, but you will need to confirm that your vehicle is rated for this much tongue weight. Checking the owner's manual will tell you the max tongue weight your vehicle is rated for and you will need to use the lower rating between the hitch, vehicle, and dirt bike carrier.
