The Curt Universal Tail Light Wiring Kit # C63CR you were looking at is confirmed to fit your 2017 Ford Fusion Hybrid and would be a great option to power your lights while flat towing it.
We have not had a chance to install this specific harness on a Fusion yet but I included the installation video on a 2017 Ford Focus for you to take a look at.
You will still need a tow bar, base plate kit, safety cables, and a supplemental braking system. If you do not have these let me know and I would be happy to make a recommendation for you.
