Yes, bikes with 4 inch tires are compatible with the Swagman Pick-Up Truck-Bed-Mounted 2 Bike Carrier - Locking - Fork Mount # S64702.
Since this is a fork-mounted bike rack, the size of the tires actually won't come into play, as the front wheel is going to be removed and your bikes will mount to the fork blocks with 9-mm, quick-release skewers.
