Expert Reply:
Sometimes the shanks of accessories like bike racks can develop some rust on them or the inner opening of the jack can as well. In this situation you'd want to inspect the hitch opening as well as the shank of the bike rack and clean off any rust or dirt that may have accumulated. It doesn't take much to make it tight enough that it's hard to fit anything into it.
