If I am using a single combination tail light on the rear of my trailer for Stop/Turn/Tail is the light required to flash while braking?

The LED Trailer Tail Light, # 328-003-6019R, that you have linked to is a round surface mounted LED light that is DOT and SAE compliant, meeting FMVSS 108 requirements for automotive lighting. This light will increase in its brightness when brakes are applied. I suggest you inquire with governing authority in your area for understanding what is required by law but my knowledge, to pulsate is not required by law.
