You are correct that the Blue Ox Base Plate Kit, # BX2221 is a confirmed fit for the 2001 Honda CR-V and will mate to the Blue Ox tow bar.
You will also need safety cables, lighting, and a braking system on the CR-V. For safety cables, I recommend the coiled cables, # RM-643. The coiled design will help keep the cables from touching the ground. and the Roadmaster Diode 7-Wire to 6-Wire Flexo-Coil Wiring Kit, # RM-15267. and for supplemental braking, the Roadmaster InvisiBrake Supplemental Braking System, # RM-8700 is a good option.
You may or may not require the use of a high/low adaptor. I provided a link to the help article "HOW TO CHOOSE A HIGH-LOW ADAPTER".
